What manufacturers must report and how to stay compliant under Maryland’s direct delivery and shipping rules

Maryland law requires alcohol manufacturers who deliver or ship products directly to consumers to report their sales activity to ATCC.

These requirements apply to businesses that previously received authorization to deliver or ship alcohol directly to consumers.

This page explains what you must report, delivery limits, and important deadlines.

What you need to know

  • You must report all direct-to-consumer alcohol sales to ATCC
  • Reports are required by specific deadlines
  • Annual limits apply to how much you can deliver to each customer
  • These rules apply only to previously authorized manufacturers

Who This Applies To

This guidance applies to:

  • Maryland manufacturers of beer and liquor
  • Businesses that were authorized by ATCC to:
    • Deliver alcohol directly to consumers
    • Ship alcohol directly to consumers

👉 This authorization was limited and applies only to certain license holders.

What You Must Do

If you delivered or shipped alcohol directly to consumers:

  • Track all direct-to-consumer sales
  • Complete required reporting forms
  • Submit reports to ATCC by the required deadlines

Reporting Requirements

You must report:

  • Total amount of alcohol delivered or shipped
  • Separate totals for:
    • Beer
    • Liquor
  • Delivery and shipment details for individual consumers (after July 1, 2023)

You must use the official ATCC reporting template.

Reporting Deadlines

You are required to submit reports:

  • December 1, 2023
  • June 1, 2024

Reports must include complete and accurate sales data up to the reporting period.

Delivery Limits

Maryland law limits how much alcohol you can deliver to a single consumer each year:

  • Liquor:
    Up to 18 bottles (750ml)
  • Beer:
    Up to 3,456 ounces (about 12 standard cases)

These limits apply per consumer, per calendar year.

Recordkeeping Requirements

You must:

  • Track delivery and shipment data for each customer
  • Maintain accurate volume totals
  • Keep records organized for reporting

This includes data going back to when the authorization began.

Important Notes

  • These reporting requirements were created by state law (SB448, 2023)
  • The authorization for direct delivery and shipping ends June 30, 2024
  • These requirements apply only during the authorized period
