What the office does

The Office of the Executive Director supports ATCC’s mission by guiding agency operations, coordinating work across divisions, and helping ensure consistent service to the public, licensees, and partners.

The office helps:

  • Set agency priorities
  • Coordinate work across ATCC divisions
  • Support alcohol and tobacco licensing operations
  • Support enforcement of alcohol, tobacco, cannabis, and intoxicating THC laws
  • Strengthen communication with government partners, stakeholders, and the public
  • Guide internal operations and administrative priorities

Executive director

Jeffrey A. Kelly serves as Executive Director of the Maryland Alcohol, Tobacco, and Cannabis Commission.

In this role, he leads ATCC’s work to license alcohol and tobacco businesses and enforce Maryland’s alcohol, tobacco, cannabis, and intoxicating THC laws.

Jeff has more than 40 years of public safety and regulatory experience. Before joining ATCC, he served as Director of the Field Enforcement Division for the Comptroller of Maryland. He also helped guide ATCC’s transition into an independent agency after alcohol and tobacco regulatory and enforcement responsibilities moved from the Comptroller of Maryland to ATCC.

Before his appointment as Director in 2008, Jeff served as Deputy Director and field supervisor. Earlier in his career, he served with the Anne Arundel County Police Department, where he retired as Executive Officer of the Western District.

Jeff earned a Bachelor of Science from the University of Maryland, with coursework in accounting, management, and financial planning. He lives in Anne Arundel County with his wife.
