Regulatory Submissions

Alcohol and tobacco licensees are required to submit a variety of reports based on their production, sales, and deliveries. 

Alcohol report requirements, including due dates and submittal instructions, are emailed directly to license and permit holders. 

It’s important to note that these ATCC reports are separate from your regular tax return filings you submit to the Maryland Comptroller. The ATCC is focused on industry regulation and consumer protection, and the Comptroller of Maryland is focused on tax collection and fiscal matters. The information submitted allows the ATCC to better understand what products are being made and sold across Maryland. 

Tobacco report requirements are outlined below, with additional information on corresponding pages.

Alcohol Reports

Manufacturer Production and Sales Report

  • All manufacturer's license holders are required to submit this report.
  • Manufacturers receive an email with submittal instructions each year.
  • It is submitted annually each fiscal year (July 1 to June 30) and is due July 15.
  • Information submitted is broken up by quarter (July 1 - September 30, October 1 - December 31, January 1 - March 31, April 1 - June 30).
  • The submitted information includes the gallon amount of alcohol produced, the gallon amount sold for on-site or off-site consumption, and if any alcohol is produced under contract.
  • A separate report is due for each M license held.

Direct Delivery Report

  • All Direct Delivery permit holders are required to submit this report.
  • Direct Delivery permit holders receive an email with submittal instructions each year.
  • It is submitted annually each fiscal year (July 1 to June 30) and is due July 15.
  • Each permit holder must submit information on all deliveries that shows the name and address of the recipient and the volume and type of alcohol delivered.
  • Manufacturers that hold both a Direct Delivery and Direct Wine permit must also submit the same information on DW shipments within the State.
  • This information is collected to ensure yearly delivery limits are not exceeded.

Tobacco Reports

ESD Pact Act

  • Rules for businesses that ship electronic smoking devices under the federal PACT Act. This includes how to:
    • Register with the ATF
    • Send monthly reports to ATCC
    • Meet Maryland licensing requirements
    • Report shipments of cigarettes and other tobacco products

Fire Safe Submissions

  • Maryland law requires all cigarettes sold in the state to meet fire-safety standards designed to reduce the risk of fires caused by unattended smoking materials. Manufacturers must certify their products and submit the required documentation and fees to the ATCC before their cigarettes can be sold in Maryland.
