AB-25 – Monthly Reports from License Boards
What Boards of License Commissioners must report each month, including violations and penalties
Maryland updated monthly reporting requirements for Boards of License Commissioners by introducing a new form to track violations and penalties, and this guidance explains what must be reported and how to submit complete reports each month.
What you need to know
- A new reporting form must be included with monthly reports
- Violations and penalties must now be reported separately
- Reports are required even if there is no activity
- New requirements begin with July 1999 reporting
Who This Applies To
This guidance applies to:
- Boards of License Commissioners
- Local liquor control boards
What Changed
Maryland introduced a new reporting requirement:
- Form COT/ATTU 19-3
This form is used to:
- Report violations and penalties issued to retail licensees
Monthly Reporting Requirements
Boards must continue to submit:
- Form 19
- Form 19-1
And now must also include:
- Form 19-3 (violation reporting)
What Must Be Reported
Reports must include:
- Retail license activity (transfers, suspensions, revocations, etc.)
- Violations and penalties issued
If there is no violation activity:
- Submit the form marked “NO ACTIVITY”
Reporting Deadline
- Begin using the new form:
- For July 1999 activity
- Due August 15, 1999
Purpose of the Change
The new reporting requirement supports:
- Statewide tracking of enforcement activity
- Data collection on violations, including sales to minors
- Coordination with the Governor’s Office of Crime Prevention and Control
What This Means for License Boards
Boards should:
- Update reporting processes to include the new form
- Track violations and penalties separately
- Submit complete reports each month, even if no activity occurs
Important Notes
- Reporting is required every month
- “No activity” must still be documented
- Data will be used for statewide analysis and reporting
