How to provide input on proposed updates to wine and liquor packaging rules

Maryland is considering a change to allow additional packaging configurations for 1.5 liter containers, and this guidance explains the proposal and how manufacturers and wholesalers can submit feedback before any rule changes are finalized.

What you need to know

  • A new 8/1.5 liter configuration is being considered
  • Current rules allow only 6-pack or single bottle sales
  • Only one configuration may be used within a 12-month period
  • Industry feedback is being requested before changes are made

Who This Applies To

This guidance applies to:

  • Manufacturers
  • Wholesalers selling wine or distilled spirits

Current Requirement

Under current regulations:

  • 1.5 liter containers may be sold as:
    • Single bottles, or
    • Packages of 6 bottles

Proposed Change

Maryland is considering:

  • Allowing 8 containers of 1.5 liters per package

With the condition:

  • Only one package configuration may be used within any 12-month period

  • Provide more flexibility in packaging and distribution
  • Allow businesses to adjust product offerings

How to Submit Comments

You may submit written comments:

  • Within 30 days of the bulletin date

Comments should be sent to:

  • Assistant Director (as listed in the bulletin)
