What importers and sales agents need to know about qualifying for and using a resident dealer permit in Maryland

Maryland created a Resident Dealer Permit for certain importers and sales agents working with alcoholic beverages.

This permit allows qualified individuals to sell products to licensed wholesalers in Maryland or to authorized buyers outside the state.

What Changed

Maryland created a Resident Dealer Permit to regulate certain import and sales activities.

The permit became effective July 1, 2009.

Who Can Apply

You may apply for a Resident Dealer Permit if you:

  • Import beer, wine, or distilled spirits produced outside the United States
  • Purchase directly from the brand owner or authorized agent
  • Are an American sales agent representing an importer
  • Have been a Maryland resident for at least 2 years

Who Is NOT Eligible

You cannot hold a Resident Dealer Permit if you:

  • Hold a wholesaler or retailer license
  • Have an ownership interest in a wholesaler or retailer (with limited exceptions)
  • Own or operate a warehouse in Maryland

What the Permit Allows

A Resident Dealer Permit allows you to:

  • Sell alcoholic beverages to licensed wholesalers in Maryland
  • Sell to authorized buyers outside of Maryland

Fees

  • Annual permit fee: $200

Compliance Requirements

Permit holders must:

  • File monthly beer tax returns
  • Submit monthly wine and distilled spirits reports
  • Post a bond as required
  • Follow all applicable Maryland alcohol laws and regulations

  • This permit is limited to specific types of import and sales activity
  • Permit holders must remain independent from wholesalers and retailers
  • Additional regulatory requirements may apply
