Compliance and Policy Guidance

Key information for regulated activities

ATCC provides guidance and resources to help businesses and the public understand Maryland’s alcohol, tobacco, and cannabis laws, regulations, and compliance requirements.

Use this section to find publications and notices, THC compliance standards, information about tastings, advertising and promotions, and other guidance related to regulated activities.

Publications & Notices

ATCC issues advisories, bulletins, notices, and other publications to explain regulatory requirements, policies, procedures, and significant changes affecting regulated businesses.

Use these publications to stay informed about ATCC guidance, requirements, and regulatory updates.

Alcohol and tobacco publication archives from the Maryland Comptroller’s Office are available separately for research and reference. Some information may still apply, but later laws, regulations, guidance, or ATCC policy may supersede older publications. When there is a conflict, the most current law, regulation, or ATCC policy applies.

THC Compliance Standards

Maryland law establishes requirements for intoxicating THC products sold in the state, including standards for packaging, labeling, manufacturing, and sale.

Review ATCC’s THC compliance standards to understand which products are covered, applicable requirements, and ATCC’s enforcement role for THC products sold outside Maryland’s licensed cannabis market.

Tastings

Maryland law sets different requirements for alcohol tastings depending on the license type, location, event, and who is conducting the tasting.

Review ATCC’s tasting guidance for information about permitted tasting activities, local approval requirements, manufacturer and wholesaler tastings, retail events, advertising, and related restrictions.

Advertisements and Promotions

Maryland law places limits on how alcohol businesses advertise, promote products, offer discounts, and work with other industry members.

Review ATCC’s advertising and promotions guidance before running ads, events, coupons, sweepstakes, tastings, or other promotional activities.
