Fire Safe Cigarettes

All cigarettes sold in Maryland must meet fire safety standards. These are called Fire Safe Cigarettes (FSC).

If you are a manufacturer, you must send information to the ATCC to show your cigarettes meet these standards. This page explains what to submit and how to send it.

Submissions

Manufacturers must certify that these cigarettes are designed to reduce the risk of fires if left unattended. See Business Regulation BR 16-602.

To file fire-safe cigarette submissions with ATCC (see Business Regulation 16-203), send the following:

  • Maryland Form 607 - PDF with manufacturer and cigarette style details
  • Certificate of Ignition Strength and test results
  • Example of fire-safe (FSC) markings on packaging
  • Check for $250 made payable to “Alcohol, Tobacco, and Cannabis Commission”
    • Covers up to 50 cigarette styles
    • Submit an additional $250 for every 50 styles over the limit
  • Mail all forms and payments to ATCC:
